STATE COLLEGE, Pa. (AP) ? A psychologist who looked into a 1998 allegation against former Penn State assistant football coach Jerry Sandusky told police at the time that his behavior fit the profile of a likely pedophile, NBC News reported Saturday.

Yet Sandusky was not criminally charged, nor placed on a state registry of suspected child abusers, and prosecutors say he continued assaulting boys for more than a decade until his arrest in November.

NBC obtained a copy of the campus police department’s investigatory report on an encounter in which Sandusky was accused of having inappropriate contact with an 11-year-old boy with whom he had showered naked on the Penn State campus.

The police file includes the report of State College psychologist Alycia Chambers, who interviewed and provided counseling to the boy.

“My consultants agree that the incidents meet all of our definitions, based on experience and education, of a likely pedophile’s pattern of building trust and gradual introduction of physical touch, within a context of a ‘loving,’ ‘special’ relationship,” Chambers wrote.

However, a second psychologist, John Seasock, concluded that Sandusky had neither assaulted the boy nor fit the profile of a pedophile.

Chambers and Seasock did not immediately return phone messages left at their offices Saturday.

Centre County prosecutors ultimately decided not to charge Sandusky, and the case was closed until a statewide grand jury accused the retired defensive coordinator of abusing the boy and nine others over a 15-year period. Sandusky, who faces more than 50 counts of child sex abuse, has pleaded innocent and awaits trial.

Chambers’ warning to authorities raises new questions about the university’s failure to stop Sandusky. Eight of the 10 boys were attacked on campus, prosecutors allege.

In 2002, four years after the 1998 investigation, prosecutors say then-graduate assistant Mike McQueary caught Sandusky sexually assaulting a boy in the football showers. McQueary reported what he saw to coach Joe Paterno, who, in turn, reported the allegation to university officials. But no police investigation was ever done.

Penn State said in a statement Saturday that it would not comment, citing ongoing investigations.

Sandusky’s attorney, Joseph Amendola, told The Associated Press on Saturday that Seasock’s report was “exculpable” and that the 1998 incident was not as clear-cut as Chambers made it out to be.

“We could get five psychologists, child psychologists, who specialize maybe in sexual dysfunctions or pedophilia look at the same case and talk to the same people and come up with five different conclusions,” he said in a phone interview.

The 1998 allegation was the first known complaint made to authorities about Sandusky. A woman called the Penn State police department, saying she was troubled after her 11-year-old son told her he had showered naked with Sandusky on campus.

Prosecutors say Sandusky lathered up the boy ? known as Victim 6 in the state’s current criminal case ? bear-hugged him naked from behind, and picked him up and put his head under the shower. Detectives say that later, with police secretly listening in, Sandusky told the boy’s mother the joint shower had been a mistake, and blurted: “I wish I were dead.”

The woman’s complaint triggered a separate review by state Department of Public Welfare, which found no indication of abuse by Sandusky.

But state welfare department investigator Jerry Lauro told AP in December that he didn’t have access to the criminal investigative file. On Wednesday, he told The Patriot-News of Harrisburg that he never would have closed the case had he seen the reports from Chambers and the second psychologist, Seasock.

“The course of history could have been changed,” Lauro told the newspaper, which first reported the existence of the twin psychological reports.

“The conclusions (Chambers) had drawn in her report were pretty damaging,” Lauro told the paper. “I would have made a different decision. … It’s unbelievable, and it gets my blood pressure going when I think about it.”

Seasock, who worked with Centre County Office of Children and Youth Services, interviewed the boy for an hour and wrote in his report ? also included in the police file obtained by NBC ? that he did not find any evidence of “grooming” or “inappropriate sexual behavior” by Sandusky.

“All the interactions reported by (the boy) can be typically defined as normal between a healthy adult and a young adolescent male,” Seasock wrote.

Seasock, however, did not review Chambers’ report or prior interviews with the boy before submitting his own report, the police report indicates, nor did he elicit key details, including the fact that Sandusky had kissed the boy and told him he loved him.

Amendola said that Chambers has refused to talk to the defense, but that he would try anew in light of the NBC report.

“Any argument the commonwealth had about privilege is out the window,” said Amendola. He said he found the timing of the NBC report curious because it came several days after a judge ordered the attorney general to turn over the psychological reports to the defense unless prosecutors could persuade the court they are not subject to disclosure.

Chambers told NBC in an interview that she was horrified to learn that Sandusky allegedly continued assaulting boys long after she warned Penn State authorities about him.

“I was horrified to know that there were so many other innocent boys who had been subject to this, who had their hearts and minds confused, their bodies violated. It’s unspeakable,” she said.

Chambers told NBC her 1998 investigation found “behavior that was consistent with a predator, a male predator, a pedophile.”

In 1950, Science News ran a story showing for the first time that a potent antibiotic could do more than knock out disease. New animal experiments, we reported, ?cast the antibiotic in a spectacular new role? as a livestock growth promoter. Lacing the food of hogs with trace quantities of this drug increased meat yields by up to 50 percent, scientists at Lederle Laboratories had reported at a research conference. Sixty-two years later ? to the day ? a federal judge has now ordered the Food and Drug Administration to resume efforts toward outlawing this?nonmedical use of antibiotics.

The 1950s were rife with ebullient prognostications. And our reporter back then had found the prospect of boosting meat production with harmless quantifies of a drug exciting. Our story proclaimed that the discovery ?may hold enormous long-range significance for the survival of the human race in a world of dwindling resources and expanding populations.?

But it turned out that here, as in so many instances, there?s no free lunch.

Feeding animals trace quantities of an antibiotic didn?t harm them. In fact, it launched the widespread and largely indiscriminate use of these life-saving drugs for nonmedical purposes. As germs encountered subtherapeutic doses of these medicines again and again, both in animals and the environment, bacteria evolved a resistance to them.

Before long, that resistance began emerging in humans who became infected with the same germs, or close relatives to them. The result: As in the 1930s, people were again facing life threatening illness from germs that antibiotic wonder drugs had been developed to eradicate.

FDA knew about this, of course, notes U.S. Magistrate Judge Theodore Katz in his new ruling. Thirty-five years ago, he points out, ?FDA issued notices announcing its intent to withdraw approval of the use of certain antibiotics in Iivestock for the purposes of growth promotion and feed efficiency.? At that time, FDA acknowledged that nonmedical use of penicillin and tetracycline-type drugs ? and the drug resistance they were spawning ? threatened human health.

By law, that 1977 ruling should have set in motion a procedure of hearings that would give drug manufacturers a chance to rebut the FDA assessment. If the drug makers didn?t challenge the assessment or prove that FDA had gotten it wrong, growth promoting use of the drugs would have to end.

But those hearings never took place, which has given livestock growers a 35-year extension of the drugs’?use.

Enter the Natural Resources Defense Council. Last year, its litigators filed a lawsuit against FDA on behalf of the Center for Science in the Public Interest, Food Animal Concerns Trust, Public Citizen, and the Union of Concerned Scientists. These public-interest groups charged that FDA dropped the ball and the public was suffering. They asked the court to make FDA resume its procedural case against antibiotics in livestock feed.

For its part, FDA argued that it was in the process of working with drug manufacturers to encourage a voluntary phaseout of growth-promoting applications of penicillin and tetracycline antibiotics. So the agency argued it no longer needed to formally outlaw these uses.

Not true, argues Judge Katz in his March 22 opinion. The law is the law.?Once FDA made a preliminary determination that human health was imperiled by nonmedical antibiotic uses, the process must?progress toward a formal withdrawal of legal approval for this application. As long as the initial science has not been proven wrong in the interim, the agency is obligated to complete the action it started ? even after 35 years.

Indeed, the judge observes, over the intervening decades ?scientific evidence of the risks to human health from the widespread use of antibiotics in livestock has grown.? Those health concerns ? and accumulating libraries of data ? also point to risks for antibiotics that extend well beyond the penicillin and tetracyclines covered in FDA?s 1977 assessment. In fact, two citizen petitions asked FDA to end growth-promoting uses for additional antibiotics.

Last year, FDA threw out the petitions, arguing they were moot now that the agency was working with drug manufacturers towards some sort of voluntary phasedown or phaseout.

Arguing that voluntary guidelines will not satisfy these claims either, ?We?re challenging the denials of those petitions,? says Avinash Kar, one of the NRDC attorneys involved. ?So that part of the case is still being litigated,? he says, ?and will probably result at some point in a court hearing.?

For now, Judge Katz has merely instructed FDA to go ahead and hold hearings on the fate of penicillin and tetracycline. How soon the agency must act has not yet been spelled out, Kar says: ?Further court proceedings will decide the timeline. And, of course, it?s possible that FDA might appeal.?

WASHINGTON — Iran is providing a broad array of assistance to Syrian President Bashar Assad to help him suppress anti-government protests, from high-tech surveillance technology to guns and ammunition, U.S. and European security officials say.

Tehran’s technical assistance to Assad’s security forces includes electronic surveillance systems, technology designed to disrupt efforts by protesters to communicate via social media, and Iranian-made drone aircraft for overhead surveillance, the officials said. They discussed intelligence matters on condition of anonymity.

“Over the past year, Iran has provided security assistance to Damascus to help shore up Assad. Tehran during the last couple of months has been aiding the Syrian regime with lethal assistance – including rifles, ammunition, and other military equipment — to help it put down the opposition,” a U.S. official said.

“Iran has provided Damascus (with) monitoring tools to help the regime suppress the opposition. It has also shared techniques on Internet surveillance and disruption,” the official continued.

Syrians brave gunfire in anti-Assad protests

He added that Iran had also provided Assad’s government with “unarmed drones that Damascus is using along with its own technology to monitor opposition forces.”

Syria’s rebel fighters are desperate for arms and ammunition. Members of the Free Syrian Army were forced from Idlib – one of the last rebel strongholds. ITN’s John Irvine reports from outskirts of Idlib, the north western city which rebels surrendered last week.

Iranian security officials have also traveled to Damascus to advise Assad’s entourage how to counter dissent, the official said. Some Iranian officials have stayed on in Syria to advise Assad’s forces, he added.

Iran’s multi-pronged security aid to Syria appears to have helped Assad’s government in its increasingly violent campaign to hold on to power in the face of a year-long protest movement. The United Nations estimates 8,000 civilians have died in the conflict.

However, the U.S. and European officials said the Syrian government’s survival is not totally dependent on continuing help from Tehran.

U.S. and allied official broadly agree that Assad’s control remains solid. His opponents are hopelessly disorganized, the officials said, which may make it possible for the Syrian president and his entourage to hold onto power for years.

“At current levels Iranian aid is important but not really a game changer in the overall conflict,” a U.S. official noted.

Paul Conroy, a photographer for the Sunday Times, was badly injured while on assignment in Syria and his colleague ? legendary war correspondent Marie Colvin was killed. Conroy joins NBC’s Andrea Mitchell to reflect on the situation.

Iran has for decades been a patron to Syria, which has helped funnel aid and weapons to the Iranian-backed Shiite Muslim militia Hezbollah in Lebanon.

During the protests that followed Iran’s disputed 2009 presidential election — the biggest mass protests since the Islamic Republic’s founding in 1979 — Iranian authorities disrupted social media, such as Facebook and Twitter, as well as cell phone networks.

Iran’s internal crackdown reportedly has escalated since then.

A European official said that the Iranians were providing Syrian security agencies with hardware and software that would help them disrupt efforts to organize protests inside Syria and efforts by anti-government elements to spread their message to supporters outside the country.

Officials said that Syria had also obtained some surveillance technology from European suppliers.

As protests against Assad’s rule grew last year, the United States first raised the possibility that Iranian authorities were helping their Syrian counterparts suppress dissent.

Last June the U.S. Treasury Department announced economic sanctions against two of Iran’s most senior police officials for allegedly helping Assad’s government crush protests.

The Treasury imposed U.S. economic sanctions on Ismail Ahmadi Moghadam and Ahmad-Reza Radan, chief and deputy chief of Iran’s national police force, because their agency had “provided support to the Syrian General Intelligence Directorate and dispatched personnel to Damascus in April to assist the Syrian government in suppressing the Syrian people.”

The Treasury alleged that Radan had traveled to Damascus to meet with Syrian security agencies, to whom he allegedly provided “expertise to aid in the Syrian government crackdown on the Syrian people.”

U.S. officials said Iranian efforts to bolster Syria’s surveillance capabilities have been supplemented by deliveries to Syria of Iranian-made unarmed surveillance drone aircraft.

Earlier this month a specialized website, The Aviationist, reported that a drone flying over the city of Homs, the site of recent violent clashes between government and opposition forces, had been identified as a “Pahpad” drone, which the website said meant “remotely piloted aircraft” in Farsi.

Saudi Arabia will deliver military equipment to Syrian rebels in an effort to stop the bloodshed. NBC’s Ayman Mohyeldin reports.

In February another specialized website, Open Source GEOINT, published freeze-frame images from what purported to be an amateur cameraman’s video of a suspected drone flying over a Damascus suburb.

Iran vows to retaliate ‘on the same level’ to US or Israel attack

The website noted that some news reports had suggested that the United States was flying intelligence drones over Syria but that the drone in the pictures did not appear to be a U.S. model.

The website cited speculation that the drone might be of Iranian origin. Ynet News, an Israeli website, reported this month that Syria’s defense industry produces drones that are technologically identical to Iranian-produced models and speculated that these domestically produced models were what Syrian security forces had deployed.

Report: ‘I am the real dictator,’ Bashar’s wife says

However, a U.S. official said that some of Syria’s drones had come directly from Iran.

Last weekend the Iranian news agency Fars announced that Iranian experts had produced what it called a “new type of drone” known as the Shaparak, or “Butterfly,” which it said was “capable of carrying out military and border patrol missions.”

The mission is to be launched in South Sudan on Saturday and will last until Kony is caught, United Nations and African Union officials said at a news conference in Uganda.

“We need to stop Kony with hardware – with military hardware in this case,” said Francisco Madeira, the African Union’s special envoy on the LRA. “We are on a mission to stop him.”

Friday’s announcement comes the same month an Internet movie campaign by the U.S.-based advocacy group Invisible Children sought to make Kony “famous” so that policymakers would make it a priority to remove him. The video has been viewed more than 100 million times.

Abou Moussa, head of the U.N.’s office in Central Africa, said soaring international interest in Kony had spurred regional efforts to eliminate the LRA.

“The awareness has been useful, very important,” he said.

The hunt for Kony has primarily been carried out by troops from Uganda, who received a boost last year when President Barack Obama deployed 100 U.S. forces to help regional governments in the mission. American soldiers are now based in Uganda, Central African Republic, South Sudan, and Congo.

The LRA is responsible for 2,600 civilian deaths since 2008, according to the African Union.

The African Union mission, to be led by a Ugandan commander, will comprise troops from Uganda, South Sudan, Central African Republic and Congo, countries where Kony’s reign of terror has been felt over the years.

The African Union’s most prominent military mission is in Somalia, where 17,700 troops – primarily from Uganda, Kenya and Burundi – are fighting al-Shabab militants. The force has made strong gains over the last year, pushing insurgents out of Somalia’s capital.

The AU’s new focus on Kony dovetails with the Ugandan military’s stance that catching or killing Kony would mean the end of the LRA. His forces were ousted from Ugandan territory in 2005.

The officials meeting in Uganda on Friday did not say where the funding for the mission was coming from but acknowledged that finding money was a problem.

Madeira said the coordinated deployment of African troops would “neutralize Kony” and isolate the LRA, whose men have split into in small groups. The LRA is thought to have only 200 to 300 soldiers in it. The group has forced many children to become child soldiers and porters and women and girls to become sex slaves.

Kony is wanted by the International Criminal Court for war crimes and crimes against humanity. He is believed to be hiding in the Central African Republic.

Kony has stopped using technology like telephones, making it hard to track him down. Ugandan troops operating in the Central African Republic have recently encountered small outfits of the LRA, including a confrontation in which an LRA captain was injured and captured on March 8, according to Col. Joseph Balikuddembe, the top Ugandan commander there.
